Sheffield Wednesday Deals with a 'Significant Problem', States Independent Regulator

'We are going to be a part of football's future' - football oversight chief the regulator's chair

The team's current difficulties constitute a "significant problem" and the new football authority is aiming to acquire authority to examine team situations in such situations, the newly appointed chairman the regulator has announced.

In a wide-ranging interview, the chairman, who was appointed on Monday, showed understanding towards Wednesday's fanbase.

The chairman convened with four supporters' associations representing the South Yorkshire club in recent days.

The team have been struggling on and off the field in the current year, with the club failing to pay players on time on five separate occasions, including in the autumn.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a major challenge for the sport," the chairman stated.

"The club represents one of the iconic names for the English game and this week we have met supporters' organizations.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases submitted for our review if they need to be investigated and acted upon."

Monetary Issues and Proprietorship Status

The club's controversial proprietor the Thai businessman stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has failed to complete a sale with interested parties.

Missed wage deadlines on time in March and May led to sanctions by the league officials in mid-year, preventing the club from carrying out any recruitment activities for the subsequent signing windows, although the ban was rescinded in August.

Official's Viewpoint

Kogan said: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a community organization that has existed throughout their lifetimes in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the supporters."

Inquired if the authority might compel an proprietor to divest a club if they are deemed unsuitable, the chairman responded: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"The final option we would consider is begin intervening in an individual club, an specific proprietor, without having the opportunity to collaborate with that proprietor to address the issues that the club's facing and the proprietor's dealing with," the chairman stated.

"However, realistically, when you examine the past of football, over the last 20 or 30 years there have been certain proprietors, a small minority, but some who have been irresponsible in the manner they have operated their teams and eventually refuse to accept accountability for the future."

'Mistakes could erase significant advances'

The regulator engaged officials from numerous teams to detail the scope of the authority recently and insisted it was a "proactive meeting" with a "significant participation" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the football community fails, the remarkable development accomplished necessary will vanish rapidly," the chairman stated.

"This represents everyone's worst fear in the realm of domestic football is a substantial accomplishment - we need to continue the progress.

"Substantial financial resources entering the sport and has been invested for the past two decades, because there's no guarantee it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on potential dangers and naturally, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I fully support the achievement and development as an economic entity of the top division.

"I of all people understand the apprehension regarding damaging the top flight as an elite competition of this country. But at the same time, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, actually, they have been telling us in private they have a significant confidence."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he revealed he contributed money to the political party in the past.

The chairman contributed funds to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my former ideological connection [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I am presently disconnected from any type of partisan engagement."
